Are fireplace rules different inside Asheville city limits versus unincorporated county areas?

In Brevard, the fireplace code is identical to anywhere in the state, but Transylvania County is its own permitting jurisdiction — a different office than most of our service area. Work inside the city limits routes through Brevard; a cabin out toward Connestee Falls or Cedar Mountain is unincorporated Transylvania County. Both require the permit and the inspection.

Transylvania County is a separate desk

Brevard sits in Transylvania County, which runs its own inspections office distinct from Buncombe or Henderson — worth knowing if you've done a project elsewhere in the mountains and expect the same process. The city handles permits inside its limits; everything out in the county, including the cabin belts of Connestee Falls, Sherwood Forest, and up toward Cedar Mountain, answers to the county. The state fuel-gas code doesn't budge between them. The only variable is jurisdiction and, with it, which inspector meets us on site.

Wet country changes what needs a permit

Brevard catches 80-plus inches of rain a year, and that moisture cracks chimney crowns, spalls brick, and rusts out dampers faster than in drier valleys. A lot of local work is therefore chimney and venting repair or a switch to a sealed direct-vent unit — jobs that can touch the exterior of the home. Fuel here is mixed: natural gas in parts of town, propane out at the cabins, which need different orifices and pressures. Whatever the fix, if it involves gas or a solid-fuel appliance, the county or city permit comes with it.
