Can a fireplace vent terminate under a deck or covered porch?
Usually not — a vent can't terminate under a solid deck, porch, or overhang unless that space is open on two or more sides so exhaust can escape. A tightly enclosed area under a deck traps fumes and heat. We often re-route the termination to a clear stretch of wall instead.
Only if it can breathe on two sides
A vent generally can't terminate in the enclosed space under a solid deck, porch, or overhang. The rule of thumb, straight out of the fuel-gas code and the manufacturer manuals, is that a termination under such a structure is only permitted when that space is open on two or more sides — enough opening for exhaust to disperse instead of collecting under the boards. A tight, skirted, boxed-in underdeck traps combustion products and heat, so a cap there is off the table.

We run into this constantly on our mountainside homes — walkout basements with a deck built over the patio, wraparound porches, homes stepped into a slope where the exterior wall the fireplace wants to vent through is tucked beneath a structure above. On paper the wall looks perfect for a sidewall termination; in reality the deck overhead disqualifies it. It's exactly the kind of thing that's easy to miss on a plan and obvious when you're standing at the house, which is why we walk the site before we commit to a route.
The fixes
When the natural termination point lands under a deck, we've got options: shift the cap sideways to a stretch of wall that's out from under the structure, extend to a corner that's open on two sides, or run the pipe vertically up and out above the deck entirely.
