No — even though Black Mountain shares Buncombe County with Asheville, Asheville's historic-district overlay does not extend 15 minutes east to here. Black Mountain is its own town with its own downtown; if your home sits in a locally designated block, that review belongs to Black Mountain, not to Asheville's commission. The county building permit is the one thing every job here truly shares.
Town line versus county line
Buncombe County handles the mechanical and gas permit and sends the inspector no matter where in the county you are. Whether a design review applies on top of that depends entirely on Black Mountain's own historic designation, which is separate from anything Asheville runs. Downtown Black Mountain and the older Montreat homes are where that question would even come up; most of the valley never touches it.
