Yes. Wood-burning fireplace inserts are regulated exactly like freestanding wood stoves — the EPA classes them as wood heaters, so a new one must be certified to the same 2.0 grams-per-hour Step 2 limit. Any new wood insert we install carries the EPA certification label, and it goes in with a correctly sized stainless liner.
Why an insert counts as a wood heater
An insert is a sealed, controlled-burn firebox that slides into an existing fireplace opening — functionally a wood stove built to fit a masonry throat. Because it has that adjustable, controlled burn, the EPA treats it as a wood heater, not as part of the open fireplace. So the same certification, the same hangtag, and the same 2.0 g/h ceiling apply. If it's a new wood insert sold through the trade, it's certified — no exemption for the insert form factor.
The efficiency leap over an open fireplace
This is exactly why an insert is such a strong upgrade. Wood inserts commonly run 70% efficient or better, while the open masonry fireplace they replace can actually run a net heat loss — pulling more warm room air up the chimney than the fire gives back. Dropping a certified insert into that old firebox turns a decorative, smoky, drafty hole in the wall into a real heater. The stainless liner is what makes the draft clean and the burn efficient, so it's never optional.
