In Marshall, the permit follows your address into Madison County's jurisdiction. A home inside the town limits — the narrow downtown built against the mountainside — routes through Marshall; a property out in unincorporated Madison County, or up toward separately incorporated Hot Springs, goes through the county. Marshall is the seat of Madison County, and Madison runs its own inspections separate from Buncombe next door — a distinction that catches people who've done a project closer to Asheville.
