Are fireplace rules different inside Asheville city limits versus unincorporated county areas?

In Sylva, the permitting map has a few layers. Inside the town limits, work routes through Sylva; but Dillsboro next door is its own incorporated town, and Cullowhee toward Western Carolina is unincorporated Jackson County. The North Carolina fireplace code is identical across all of them — what changes is which office issues the permit and inspects the job.

Sylva, Dillsboro, Cullowhee — three answers

Jackson County packs several jurisdictions into a small area, and Sylva is the county seat, so the offices sit close and get conflated. A downtown Sylva address is town jurisdiction; historic Dillsboro just across the Tuckasegee is a separate municipality; Cullowhee and the rural valleys are unincorporated county. That's why a neighbor's experience often doesn't match yours. The permit and inspection are required in every one of them for gas and solid-fuel work — the only variable is the desk.

Rentals, moisture, and maintained hearths

Sylva has a lot of student and rental housing near Western Carolina that gets heavy use and inconsistent upkeep, and historic Dillsboro homes carry older masonry chimneys. On top of that, the Tuckasegee valley's cold-air drainage and river moisture rust dampers and degrade flue liners quickly here. For a landlord, permitted, inspected work is the documentation that protects the property and the tenants. Fuel is mixed — natural gas in parts, propane in the rural stretches — which changes the appliance setup but never the permit obligation.
