Are there rebates or change-out programs for replacing an old wood stove?

Wood-stove change-out incentives come and go, funded in short rounds by EPA settlements, state air agencies, or nonprofit clean-burn campaigns, and Buncombe County isn't running one at the moment. Where a real Buncombe program would surface
The two places worth checking are the North Carolina Department of Environmental Quality's Division of Air Quality and Buncombe County itself, and the Hearth, Patio & Barbecue Association occasionally runs dealer changeout campaigns. None of those is active for Asheville today, and because the money arrives in limited rounds, there's nothing you can quietly count on being there when you're ready to replace.
One local wrinkle worth knowing: many older Montford and North Asheville homes have open masonry fireplaces rather than freestanding wood stoves, and these incentives specifically target uncertified freestanding stoves. Whether one would even apply depends on what you're actually replacing.
