Are there rebates or change-out programs for replacing an old wood stove?
Not right now, though Black Mountain is the kind of place these programs are built for. Wood-stove change-outs target valleys where winter smoke settles, and the Swannanoa Valley's temperature inversions do exactly that, trapping cold air and woodsmoke on mornings that run 10 to 15 degrees colder than Asheville. No standing program is funded in Buncombe County today, so don't bank on one.
Why the valley matters here
Change-out incentives exist because uncertified stoves put fine particles into the air, and that's worse where the air doesn't move. The Swannanoa Valley pools cold air on clear nights, and heavily wooded lots up around Montreat and Ridgecrest keep houses shaded, cool, and burning steadily through a long season. It's textbook territory for a clean-burn program, which is why it's frustrating that none is active at the moment.
The upside is that a modern EPA stove cuts those emissions on its own merits, which is really the point of the whole exercise.
Where a legitimate one would appear
Check NC DEQ's Division of Air Quality and Buncombe County, plus the occasional HPBA dealer changeout. We don't run a rebate and won't wave a maybe in front of you. If a real round opens while you're ready to replace, we'll tell you where to apply.
