Are there rebates or change-out programs for replacing an old wood stove?
Not through any active program in Jackson County right now. Change-out incentives are temporary and rare, and Sylva sits west of the Buncombe and Henderson core, so it's covered by Jackson County and NC DEQ, not the offices you'd check nearer Asheville. Around WCU there's a second angle, a lot of hard-used rental stoves that landlords replace regardless of any rebate.
Rentals and river moisture
Sylva and Cullowhee are full of student and rental housing where stoves get used heavily and maintained inconsistently, so plenty of the units we replace here are simply worn out. Add the Tuckasegee valley's cold-air drainage and river moisture, which rust dampers and degrade flue liners fast, and an old rental stove often has a compromised chimney behind it.
Historic Dillsboro's older masonry chimneys tell the same story, so whether we're swapping a stove or relining a flue, moisture is the quiet culprit we check for first.

For Jackson County, a legitimate change-out incentive would show through NC DEQ's Division of Air Quality and the county directly, plus occasional HPBA campaigns. We don't run a rebate and won't invent one. If a real program is active when you're ready, we'll point you to it.
