Yes — Fletcher's 1990s subdivisions and I-26 commercial buildings mostly have prefab fireplaces that vent through a metal chase, so what needs checking up top is usually a sheet-metal chase cover, not a clay-flue cap. Inspect it yearly and replace it once it rusts or leaks at the seams.
Builder-grade means a chase cover, not a cap
Fletcher's 1990s-era subdivisions off Airport Road and Howard Gap were largely fitted with prefab, zero-clearance fireplaces, and the newer I-26 corridor construction is much the same. Those units vent through a framed chase capped with a sheet-metal chase cover rather than a tile flue and a traditional cap — and that changes how it fails. A chase cover rusts from the middle out, pools water at low spots, and splits at the seams, often unseen until a stain shows up inside.
So the yearly check here is usually about the chase cover: is it holding water, is it rusting through, is the sealant still sound around the flue pipes. It's a different part than the clay-flue cap on an older masonry home, and it's worth knowing which you own. Catch it early and the chase stays dry; miss it and water runs straight down into the framing.
Commercial demand, and the county inspector

Permitted work protects the property and the owner's insurance, and unpermitted gas or hearth work can put both at risk.
A cap or chase-cover swap on its own isn't permitted work, but it's the kind of thing that gets caught and corrected during that same inspection.
